The seminar
On the afternoon of April 15th, a seminar on preparing for the Implementation Plan of the 3rd Nationwide Soil Condition Census in Hubei Province was held in HZAU. The attendees included Yao Jianglin, vice president of HZAU, and Li Shengqiang, deputy director-general of Hubei Provincial Department of Agriculture and Rural Affairs(ARA). The meeting was also attended by leaders from Hubei Academy of Agricultural Sciences, Farmland Construction Management Bureau of ARA, Work Centre of Arable Land Quality and Fertilizer of Hubei Province, and staff from the 3rd Census Leading Group Office of Hubei Province.
Report on the preparation of the plan
Associate Prof. Zhang Haitao from the College of Resources & Environment reported on the main contents of the Plan from 10 aspects, including background, reasons, preliminary preparations, objects, tasks, and guarantee measures.
Prof. Tan Wenfeng, dean of the College stated that the Plan is a concrete plan and an integration of the State Council’s basic requirements and soil characteristics of Hubei province. “The vectorization of county-level soil maps and the standardization of field sampling tools should be set on the agenda”, he added. Suggestions on staff training and data source acquisition were put forward by Prof. Wang Tianwei, Associate Prof. Chen Jiaying, and Prof. Guo Long from the College.
Li Jianfu, director of the Farmland Construction Management Bureau, proposed that the Plan should be detailed in terms of target requirements, responsibility distribution, work system, technical route, and guarantee measures so as to make it more practicable. Yang Yuanyuan, vice president of Hubei Academy of Agricultural Sciences, noted that the soil census team should use uniform marks on sampling tools and accompanying vehicles to enhance publicity and increase public awareness and attention of the Census.
Yao Jianglin welcomed the leaders from ARA and conveyed his gratitude to their trust and support given to HZAU. He noted that the 3rd Census is of great significance for food safety and the cultivation of quality crops. He stressed that HZAU is competent to conduct soil condition census and that the whole college will make joint efforts to do the work.
In the end, Li Shengqiang made a conclusion on the seminar. He pointed out that since the second nationwide soil condition census, great changes have taken place in China’s economic growth and natural environment in these 40 years. The 3rd Census is characterized by large workload, high technical requirements, and long time span. If we want the practice to be ahead of other provinces and be effective, we must improve the division of labor and make innovations. The leading group of the Census should strictly implement the strategic requirements of the central government and take into account the characteristics of Hubei province. Finally, he hoped that all the staff should raise their political standing, make breakthrough, and successfully complete the significant task.
